අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලද යෝජනා......

මෙරටින් පිටතට ප්‍රේෂණය කරනු ලබන ඇතැම් ප්‍රේෂණයන් මාස 03ක කාලයක් සඳහා තාවකාලිකව නතර කිරීමට 2020 අප්‍රේල් මස 01 දින පැවැති අමාත්‍ය මණ්ඩල රැස්වීමේදී තීරණය කරන ලද අතර, ඒ අනුව විදේශ විනිමය පනතේ 22 වගන්තියේ විධිවිධාන පරිදි 2020 අප්‍රේල් මස 02 දිනැති ගැසට් නිවේදනය මඟින් අදාළ නියෝගය නිකුත් කරනු ලැබ ඇත.

එසේම විශේෂ තැන්පත් ගිණුම් මාර්ගයෙන් රට තුළට විදේශ විනිමය ප්‍රේෂණය කිරීම උනන්දු කරවීම පිණිස අවශ්‍ය පියවර ගැනීම සඳහා 2020 අප්‍රේල් මස 22 දිනැති අමාත්‍ය මණ්ඩල රැස්වීමේදී අනුමැතිය ලබා දෙන ලදී.

එකී අමාත්‍ය මණ්ඩල තීරණයන් පරිදි 2017 අංක 12 දරන විදේශ විනිමය පනතේ 22 වන වගන්තිය යටතේ සහ එම පනතේ 29 වන වගන්තිය යටතේ අදාළ නියමයන් පිළිවෙලින් 2020-04-02 සහ 2020-04-08 දිනැති ගැසට් නිවේදනයන් මඟින් ප්‍රකාශයට පත් කරනු ලැබ ඇත.

එකී නියෝගයන්ට අදාළව තවදුරටත් පහත සඳහන් පරිදි පියවර ගැනීම සඳහා මුදල්, ආර්ථික සහ ප්‍රතිපත්ති සංවර්ධන ඇමතිතුමා වශයෙන් ගරු අග්‍රාමාත්‍යතුමා ඉදිරිපත් කරන ලද පහත සඳහන් යෝජනා අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

* මෙරටින් පිටතට සිදු කරනු ලබන ප්‍රේෂණයන් සීමා කිරීමට අදාළ නියෝග ඇතුළත්ව නිකුත් කරනු ලැබ ඇති ගැසට් නිවේදනයේ කාලය 2020 ජූලි මස 02 දින සිට තවත් මාස 06ක කාලයකින් දීර්ඝ කිරීම.

* විශේෂ තැන්පත් ගිණුම් මාර්ගයෙන් රට තුළට විදේශ විනිමය ප්‍රේෂණය කිරීම උනන්දු කරවීම සඳහා හඳුන්වා දෙන ලද ක්‍රමවේද ක්‍රියාත්මක කිරීමේදී දැනට පවතින විදේශ විනිමය නීතිය, මුදල් විශුද්ධීකරණය සහ ත්‍රස්තවාදී කටයුතු සඳහා මුදල් යෙදවීම වැළැක්වීමට අදාළ නීතිවල පවතින විවිධිවිධාන හේතුවෙන් පැන නැගී ඇති ගැටලු අවම කිරීම සඳහා 2017 අංක 12 දරන විදේශ විනිමය පනතේ 29 වන වගන්තිය යටතේ නියෝග ඇතුළත්ව නිකුත් කරනු ලැබ ඇති 2020-04-08 දිනැති ගැසට් නිවේදනය සංශෝධනය කරමින් අලුතින් ගැසට් නිවේදනයක් නිකුත් කිරීම.

A decision was taken at the meeting of the Cabinet of Ministers on 01st April 2020 to suspend certain remittances from this country to others for three (03) months, whereas the relevant order has been issued by the gazette notification on 02nd April 2020 for taking necessary measures as per section 22 of the foreign exchange act.

Moreover, approval of the Cabinet of Ministers was granted at the meeting held on the 22nd April 2020 for taking necessary steps to encourage the remittance of foreign currency to the country across foreign currency deposit accounts.

In terms of the cabinet decisions mentioned above, the gazette notifications respectively on 02.04.2020 and 08.03.2020 were issues for the statutes applicable under sections 22 and 29 of the Foreign Exchange Act No 12 of 2017.

Furthermore, the Cabinet of Ministers approved the following proposals submitted by the Hon. Prime Minister as the Minister of Finance, Economic and Policy Development for taking measures applicable to the said orders.

* Extending the period of the gazette notification appearing the orders applicable for the limitation of remittances made out of the country by another six (06) months from 02nd July 2020.

* Issuance of a new gazette notification revising the existing gazette notification dated 08.04.2020 issued comprised of the orders under section 29 of the Foreign Exchange Act No. 12 of 2017 for minimizing the issues erupted due to the provisions existing in the laws applicable to foreign exchange law, money laundering and investment money on terrorist activities when implementing the methodologies introduced for encouraging the remittance of foreign exchange into the country through foreign exchange deposit accounts.
